Teresa Keng
Councilmember Teresa Keng proudly represents North Fremont’s District 1, first elected in 2018 and re-elected in 2020 and 2024.
A small business owner and community leader, Teresa opened Milk & Honey Cafe in 2016 to share her love of Taiwanese food and culture with the Fremont community. She believes strongly that supporting local businesses and creating jobs are key to keeping Fremont vibrant and thriving.
Teresa is deeply committed to the well-being of Fremont families. She played a leading role in bringing mental health programs to Fremont public schools, working in partnership with the school district and Alameda County to expand access to support for students and their families.
She also partnered with the Fremont Chamber of Commerce and City leaders to help launch what is now the popular Fremont Annual Restaurant Week, celebrating local restaurants and bringing the community together.
As someone from a multicultural family with roots in Taiwan, Hong Kong, India, China, and the United States, Teresa values inclusiveness and connection. She is passionate about making local government more accessible and ensuring every resident feels heard. Her work on City Council focuses on everyday priorities like public safety, traffic, and supporting seniors and families.
Outside of City Hall, Teresa enjoys giving back to the community. She has spent over 20 years teaching English to seniors and continues to volunteer through local schools, PTA, and her church. She is fluent in Mandarin, Cantonese, and Taiwanese, and enjoys playing pickleball in her free time.
Teresa is proud to call Fremont home. She graduated from Newark Memorial High School, earned her B.A. in Business and Economics from UCLA, and later completed her Master’s degree in Traditional Chinese Medicine. She is a proud mom to two teenage boys, Nicholas and Wyatt, who attend Fremont public schools.
