Housing Element Compliance — Completing the State Review Process

activeportolavalley
Portola Valley is in the final stretch of a multi-year effort to get its Housing Element certified by the state — a process complicated by the town's small size, limited developable land, and the need to balance housing mandates with genuine wildfire and environmental constraints. On January 14, 2026, the Town Council authorized staff to submit a Draft Housing Element Amendment to the California Department of Housing and Community Development, with the submission made January 23, 2026 — and the town is now awaiting HCD's first comment letter, expected within 60 days of submittal. The Portola Terrace project is listed in the Housing Element as a pending project and counts toward the town's RHNA obligation. With the Draft Housing Element Amendment now under HCD review, the town is in a relatively strong compliance posture compared to neighbors like Los Altos Hills — but HCD's comment letter will determine whether additional sites or policy changes are required before certification.
