Daly City carries one of the largest RHNA obligations in San Mateo County — reflecting its size as the county's most populous city — and its housing production depends significantly on federal community development funds that are now under threat. The San Mateo County and Daly City/San Mateo County Continuum of Care received $5 million through HHAP Round 6 to support operating expenses for the Navigation Center of San Mateo County, a 240-unit non-congregate interim shelter, plus housing-focused case management services and service coordination — federal dollars now subject to the same uncertainty hitting homelessness programs across California. The city also administers Community Development Block Grant and HOME funds for homeownership and rental assistance, including below-market-rate homeownership units in the Bayshore neighborhood — modest but meaningful programs for a working-class community. The November 2026 City Council election will bring new leadership into the housing policy debates that will define Daly City's growth for the next decade.
