Call to Order and Roll Call. Nick Aguilar called the meeting to order at 9:02 AM Present: Nick Aguilar, Ben Madia, Yeshe Mengesha, Carolyn Robinson, and Elizabeth Stewart Absent: Maria Gallardo (excused), and Keith Morales Guests: Rosemary Baez, CAPC Coordinator 2.   Public commentary for items that are not on this agenda. Elizabeth Stewart   mentioned she had a good meeting with a supervisor’s aide regarding CAPC. Yeshe Mengesha expressed concern about the CAN center and how they evaluate out cases, how cases are being investigated, and how budget cuts going to impact manpower. 3.   Review and approve prior meeting Minutes from November 14, 2025. A motion to approve the minutes of November 14, 2025 was made by Elizabeth Stewart, seconded by Carolyn Robinson, motion passed unanimously. 4.   Discuss / Approve Committee Business. a.   Review and Approve Annual Work Plan for FY 2026-27. Nick Aguilar requested input from the committee on the work plan provided. Members agreed by consensus that we have not included youth voices. Rosemary Baez reminded the committee that at a prior meeting, the committee discussed that instead of a retreat, the committee do a presentation at the 2027 symposium. Elizabeth Stewart asked if we want to do a panel of youth with lived experience regarding disproportionality this year. The committee discussed having a lived experience forum in May or June of this year. It was agreed that youth need to be 18 or older. Yeshe Mengesha offered AACI as a site to host the event. After some discussion, the committee agreed on a tentative date of June 12 and asked

Nick Aguilar stated that he has a potential moderator for the panel, Concrete Rose. Ben Madia asked that the committee consider payment for speakers. Nick recommended the panel includes between five to six individuals. Ben Madia stated we should center the discussion with a disproportionality lens to ensure the right message is projected. After some discussion, motion that we move forward with Concrete Rose as moderator and pay up to $1,000 to moderate the lived experience forum was made by Ben Madia, seconded by Yeshe Mengesha, motion passed unanimously.
