PUBLIC COMMENT: This portion of the agenda is reserved for persons desiring to address the Committee on any matter not on the agenda but are within the subject matter jurisdiction of the Technical Advisory Committee (TAC). (Verbal Report) • Capital Improvement Program (CIP) • Systems Operations & Management (SOM) CONSENT AGENDA 7. ACTION ITEM -Approve the Regular Meeting Minutes of March 11, 2026. 8. ACTION ITEM -Recommend that the VTA Board of Directors: 1) Approve the recommended project list for the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive Grant Program Cycle 3 call for projects; and 2) Authorize the General Manager/CEO to execute the necessary agreements for the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive Grant Program funds. 9. ACTION ITEM -Recommend that the VTA Board of Directors approve the recommended list of projects to receive $2.5 million in funding from the Vehicle Registration Fee for Intelligent Transportation Systems (VRF-ITS) - Cycle 5 competitive grant program. 10. ACTION ITEM -Recommend that the VTA Board of Directors approve the revised criteria for use in evaluation and project selection for VTA’s Transportation Fund for Clean Air 40% program. 11. INFORMATION ITEM -Receive the FY2026 Transit Operations Performance Report Q2 (July 1, 2025 - Dec.31, 2025). 12. INFORMATION ITEM -Receive the 2025 Annual Transportation Systems Monitoring Program Report. 13. INFORMATION ITEM -Receive an update on the Across Barrier Connections Plan. 14. INFORMATION ITEM -Receive an overview of the Transit-Oriented Communities Grant Cycle 3. 15. INFORMATION ITEM -Receive information on the status of VTA's Zero-Emission Bus Fleet Transition. 16. INFORMATION ITEM -Receive results of the Cashless Fare Payment Barriers study. 17. INFORMATION ITEM -Receive a report on the routes VTA plans to operate articulated vehicles on in 2027.
