Call to Order and Roll Call. Andrew Cain called the meeting to order at 2:01 PM. A quorum was present. Present: Andrew Cain, Lydia Harris, Nora Manchester, Jennifer Nhem, Patty Ramirez, Absent: Stephen Betts, Greg Zieman Guest: Rosemary Baez, CAPC Coordinator 2. Public Comment. There was no public comment. 3. Review and approve prior meeting Minutes from October 1, 2025. A motion to approve the minutes of October 1, 2025 was made by Nora Manchester, seconded by Lydia Harris, motion passed unanimously. 4. Discuss / Approve Committee Business. a. Review Progress of Funded Agencies i. Attachment: CAPC Funded Agencies Dashboard Andrew Cain reviewed the quarterly dashboard and asked for input from members. Lydia Harris requested the dashboard be provided at least a week in advance and asked for clarification on the information provided. Andrew Cain replied that right now, we have what the agencies agreed to measure. Lydia Harris stated that she would like more detailed information. Patty Ramirez explained that once a year, funded agencies present in front of the general meeting. Andrew Cain stated that as we move forward with the next RFP cycle, we should think about what we ask of the funded agencies to measure. A discussion ensued regarding where the funded agencies should present and to whether to provide the funded agencies with a format requesting specific information during presentations. Members agreed by consensus that they would CAPC – AC 02/04/26 Page 2 of 3 not want to give up the presentation to the CAPC because it’s valuable. Nora Manchester expressed concern with one agency. Patty Ramirez explained they are reaching out to new district partners, but the agency has not been able to schedule the proposed workshops until possibly next school year. Discussion took place concerning next steps on that contract. Members discussed another agency that has not used their funds. Patty Ramirez explained that they lost staff and training new staff takes time, but they are now fully staffed, trained, and on track. She explained that funding from state has decreased (can only bill for medical eligible clients). Andrew Cain explained that the dashboard was designed to help identify issues and asked about the process for not renewing a contract. Patty Ramirez replied that they need to be notified in March, and that the funds can be re-allocated or saved for next cycle.
