Homelessness — A $33–60 Million Federal Funding Hole

Alameda County's homelessness response is one of the most ambitious in California — and it is now facing a potentially devastating federal funding reversal. HUD announced it will limit funding for permanent housing programs that prioritize placing homeless individuals in long-term affordable housing — instead prioritizing transitional housing to promote "self-sufficiency" — with Alameda County Housing and Homelessness Services Director Jonathan Russell stating the cuts will have "sweeping and significant" impacts as the county faces a $33 to $60 million annual loss in federal funding. The county is fighting back with its own dollars: in March 2026, Supervisors Fortunato Bas and Marquez announced $53 million in Measure W funds for 10 housing projects across the county, with Measure W projected to raise $1.8 billion over ten years, of which $1.4 billion will be dedicated toward homelessness services. But Measure W cannot fully replace the federal dollars being cut — and the county is simultaneously updating its Home Together 2030 plan to reflect the new reality.
