Fremont has taken a more structured, outcomes-focused approach to homelessness than many East Bay cities — and produced measurable results. But the financial foundation is eroding: the city has directed staff to begin a "My City, My Voice" community engagement effort to receive feedback on future service and staffing priorities, warning that difficult decisions about how to sustain core services may be needed beginning in 2026, which could affect progress in areas such as homelessness response and community safety. The halving of state HHAP funding from $1 billion to $500 million hits Fremont's programs directly.
