District Elections — A Historic Democratic Transition

Hayward is undergoing a landmark governance change that will reshape who holds power at City Hall for decades. Responding to concerns raised under the California Voting Rights Act, the Hayward City Council in 2024 approved a switch to a district-based system of electing members of the City Council — with the first district elections scheduled for November 2026 in Districts 1 and 6, when the terms of seats held by Councilmembers Julie Roche and George Syrop are set to expire. Under the new system, the mayor is the only member of the seven-person Council who will continue to be chosen through at-large, citywide elections. The transition creates genuine new opportunities for neighborhood-based representation in a city where different areas — the flatlands, the hills, the downtown corridor, the South Hayward BART neighborhood — have very different relationships to housing, homelessness, and economic development. The November 3, 2026 election will also include the mayoral race.
