Housing Production & the Mission Boulevard Corridor — 4,624 Units by 2031
active• hayward
Hayward has taken a more proactive approach to housing production than many East Bay cities — but meeting its 4,624-unit RHNA obligation by 2031 still requires sustained execution. Along the Mission Boulevard corridor from South Hayward to downtown and beyond, at projects called SoHay, Lincoln Landing, and on Depot Road, more than 1,200 new homes have been created or are under construction to increase housing supply at all income levels. Based on current zoning, Hayward has surplus development capacity of 1,218 units above its 4,624-unit RHNA, for a total capacity of 5,842 units — including 1,986 in units affordable to lower-income households. The arrival of SB 79 on July 1, 2026 adds further impetus: Hayward's South Hayward and Hayward BART stations are Tier 1 qualifying stops, enabling even higher-density development within their half-mile radii regardless of local zoning. The city's strategic priority — "Preserve, Protect, and Produce Housing for All" — encompasses ten active projects including the "Let's House Hayward!" homelessness reduction plan.
