The "Education City" Vision — Cal State East Bay, Chabot & a Civic Reinvention

Hayward's most distinctive long-term civic bet is its ambition to become the Bay Area's premier "Education City" — a community identity built around the remarkable concentration of educational institutions within and adjacent to city limits. Mayor Salinas highlighted that over a quarter of Hayward residents are students, and the city has built a formal partnership with California State University East Bay, Chabot College, Hayward Unified School District, the Hayward Area Recreation and Park District, and the Hayward Chamber of Commerce — a coalition designed to align civic, educational, and economic development goals. The city secured free public transit access for all Hayward students in grades 7–12 — one of the most tangible investments in the Education City vision. The strategy is economically smart: if Hayward can retain the students who currently commute to Cal State East Bay and Chabot and then leave, and attract employers who value proximity to those institutions, the city's fiscal trajectory changes fundamentally.
