San Leandro's voters have resoundingly approved one of the most significant governance changes in the city's history. Measure F passed with more than 87% approval in the June 2, 2026 election, well above the simple majority needed — changing the city's hybrid-style election system to one that exclusively uses district elections to select City Council members. The charter amendment was prompted by a legal threat alleging that the city's at-large election system had diluted the voting power of Asian American voters — a concern that resonates in a city where Asian Americans represent a substantial and growing share of the population. Under the new system, voters in Districts 1, 3, and 5 will participate in district elections in November 2026, with Districts 2, 4, and 6 following in 2028. The transition will also fill the District 2 vacancy created by Councilmember Bryan Azevedo's retirement, which the Council filled by appointment in March 2026.
