Union City is updating its Climate Action Plan for the first time since 2010 — a process that is meaningfully community-driven and directly tied to the city's physical vulnerability to climate impacts. The City Council unanimously established a Climate Action Plan Task Force in May 2025, with members receiving a presentation on Union City's Vulnerability Assessment and GHG Inventory Memo at their January 26, 2026 meeting — covering projected climate hazards including flooding, extreme heat, and sea level rise, and preliminary findings showing which sectors contribute most to the city's greenhouse gas footprint. A community engagement session was held virtually on March 4, 2026, and additional outreach opportunities are being created throughout the planning process. For a city with significant bayfront industrial exposure, aging housing stock, and a large immigrant community with fewer resources to adapt to climate disruption, the CAP 2.0 is not just an environmental document — it is a social equity plan.
