5: Subject: BSCC Proposition 64 Cohort 4 Grant From: Economic And Workforce Development Department Recommendation: Adopt A Resolution Authorizing The City Administrator To: (1) Apply For, Accept, And Appropriate A Grant In An Amount Not To Exceed Four Million Five Hundred Thousand Dollars ($4,500,000) In State Of California, Board Of State And Community Corrections (BSCC) Proposition 64 Public Health And Safety (Prop 64) Grant Program Funds; And (2) Expend And Administer The Prop 64 Grant By: (A) Assisting The City Of Oakland’s Capacity To Conduct Public Safety Operations And Coordinated Enforcement Of Illicit Cannabis Activities, Including Unlicensed Cultivation, Manufacturing, Distribution, And Retail; And (B) Enabling Equipment Purchases, Covering Overtime Staffing Costs, And Providing Funding For Other Related Administrative Costs Over A Five (5) Year Period Beginning July 1, 2026 And Ending June 30, 2031

9: Resolution of the City Council of the City of Pacifica to revise the schedule for payments in lieu of providing Below Market Rate Units under the Inclusionary Housing Program and establishing annual adjustments based on the Consumer Price Index for San Franscico-Oakland-Hayward, CA

8: Consideration of an appeal of the Planning Commission’s August 3, 2026, denial of an appeal of the Final Inconsistency Letter determinations by the Community Development Director that the Coastal Crest project is subject to (1) Ordinance 391-CS (the City's voter-adopted initiative requiring a vote of the electorate to develop housing on the project site); and (2) the 2025 Local Coastal Land Use Plan. The Coastal Crest project is an application for a Coastal Development Permit (CDP-477-25), Site Development Permit (PSD-876-25), Development Plan (DP-92-25), Specific Plan (SP-192-25), Tree Permit (TP-14-25), and Sign Permit (S-138-25) for development of 1,225 rental dwelling units in 20 apartment buildings and 26 townhomes on an approximately 86.39-acre site comprised of three undeveloped parcels (APNs 018-150-110, 018-150-120, 018-150-150) known as Coastal Crest Residences (File No. 2025-036)

7: an Ordinance to repeal and replace Article 41 Density Bonus Program and Article 47 City of Pacifica Below Market Rate (Inclusionary) Program of the City of Pacifica Zoning Regulations (Title 9, Chapter 4 of the Pacifica Municipal Code) relating to the implementation of state density bonus law and regulations for inclusionary housing and below market rate units, respectively
