Builder's Remedy Projects — Two Contested Developments Loom Large

Saratoga is navigating two major Builder's Remedy housing applications that have galvanized community opposition and raised serious safety questions. The first is the Masson Estates project on Pierce Road: a 25-unit single-family development proposed on a 72.45-acre vacant site in the hills, with five affordable homes, requiring the removal of 367 trees and construction of an emergency vehicle access road through 54 acres of otherwise undeveloped land. Neighbors have raised alarms about traffic on already-narrow Pierce Road and blocked wildfire evacuation routes. The second is even more ambitious: Chateau Masson, owner of Mountain Winery, has filed a Builder's Remedy application for 237 housing units — including single-family homes, triplexes, and apartments — plus an 81-room boutique hotel on the historic 600-acre winery property near Pierce Road, with 48 units deed-restricted as affordable, while preserving the existing concert venue and winery operations. Both projects sit in very high fire risk zones and face vigorous community opposition.
