City Council Conduct — A Governance Crisis

Campbell's City Council has been rocked by a serious misconduct controversy involving Councilmember Elliot Scozzola. The Council unanimously stripped Scozzola of his vice mayor title in March 2026 following an incident at The Garret bar and restaurant near The Pruneyard, the latest in a pattern of police interactions going back to 2024. The history is alarming: in March 2025, police arrested Scozzola for disorderly conduct outside a bar; and in April 2024, police obtained a gun violence restraining order and searched his apartment, where they found 13 firearms and approximately 15,000 rounds of ammunition. Scozzola remains on the Council and has declined to elaborate publicly on his conduct. Councilmember Hines described the situation as "a huge black mark on our city," while other members say they are ready to move on and return to the city's business.
