San Carlos is actively engaging residents in planning for the full spectrum of natural hazards facing the Peninsula — a process that has become more urgent as climate-driven storms, sea level rise, and wildfire risk intensify simultaneously. San Mateo County's draft 2026 Local Hazard Mitigation Plan — which covers San Carlos and all county jurisdictions — is now open for public comment through June 15, 2026, addressing risks including wildfires, flooding, earthquakes, and severe weather and outlining strategies to reduce impacts before disasters occur. San Carlos's low-lying areas near Belmont Creek and the bayfront face flood exposure, while hillside neighborhoods near the western edge of the city carry wildfire risk. The Northeast Area Specific Plan EIR specifically required increased creek setbacks for properties adjacent to Belmont Creek — a climate adaptation measure embedded directly in the city's landmark development document.
