Campbell's beloved downtown strip on East Campbell Avenue is at an inflection point. A 90-home, five-to-six-story development proposed at 600 E. Campbell Ave. — a vacant lot sandwiched between The Pruneyard and the historic downtown core — could finally break a development logjam that has dragged on for nearly a decade. The project includes ground-floor retail and 13 affordable units. Meanwhile, Amy Taylor, president of the Downtown Campbell Business Association, has raised concern that adding large volumes of high-density housing near the downtown light rail station could overcrowd the East Campbell Avenue strip rather than activate it. These tensions — between more housing, vibrant retail, neighborhood scale, and historic character — define nearly every major planning decision the city now faces.
