General Plan 2045 — A 20-Year Blueprint Under Fierce Debate

Livermore is in the final stretch of adopting its first comprehensive General Plan update since 2003 — and the fight over how much the city should grow is the defining civic battle of 2026. The draft General Plan 2045, released in February 2026, projects the addition of approximately 16,610 housing units, 43,820 new residents, and 6,110 new jobs within the study area by 2045 — a nearly 50% population increase from Livermore's current size that has generated significant resident pushback. Resident Jean King challenged the projections directly at a March 2026 Planning Commission hearing: "Why should Livermore, presently with 5% of the county population, absorb almost 28% growth in Alameda County in the next 20 years? It's not realistic, nor do I believe most residents want our population to grow by 50%." The plan emphasizes infill development within the urban growth boundary — a core community value — but also identifies East of Greenville as a future study area for potential annexation if infill targets cannot be met. Adoption hearings are scheduled for July 2026, making this the most consequential planning vote in Livermore's recent history.
