Measure II's Defeat — Open Space Protected, Dublin Boulevard Unfunded

Dublin's most contentious political saga of the past two years reached its conclusion in early 2026 — and the city is now dealing with the consequences. Measure II — the "Dublin Traffic Relief, Clean Air/Open Space Preservation Measure" approved by voters in November 2024 — was struck down by a Superior Court judge who ruled that Dublin violated CEQA by failing to conduct environmental review before placing the measure on the ballot. At a February 3, 2026 City Council meeting, a 3-2 majority voted not to appeal the ruling — with Councilmembers McCorriston, Morada, and Qaadri in favor of accepting the defeat, and Mayor Hu and Vice Mayor Josey dissenting. The practical consequence: the $153.6 million Dublin Boulevard extension to North Canyons Parkway in Livermore — which Measure II was intended to help fund through commercial development on the Crosby property — is now unfunded, and lower Doolan Canyon remains protected open space. The city must now find an alternative approach to extending Dublin Boulevard, closing a critical gap in the Tri-Valley road network.
