Moraga Canyon — Piedmont's Most Consequential Housing Decision

Piedmont is in the midst of selecting a developer for the most significant housing project in the city's history — and the clock is ticking. The Moraga Canyon Specific Plan, adopted in October 2025, provides a vision and framework for the construction of 132 new homes on city-owned land along Moraga Avenue, including road safety improvements, design and landscaping standards, and wildfire safety requirements. The 22.78-acre site encompasses Blair Park, Coaches Field, Kennelly Skatepark, and the City Corporation Yard — beloved community assets being partially repurposed for housing. The project responds to a legally-binding Housing Element requirement and Piedmont's RHNA allocation, with city staff and consultants framing the plan around three priorities: meeting state housing obligations, providing a clear design and regulatory framework to reduce uncertainty for developers, and strengthening wildfire and evacuation measures for the canyon and Moraga Avenue. The RFQ was issued in May 2026, with questions due June 18, a developer site visit on June 10, and responses due August 10 — with the city aiming to have a developer under exclusive negotiating agreement by late 2026 and building permits issued in 2027.
