San Jose Downtown Most Vulnerable Population

In August 2025, the San Jose Downtown Association held a Town Hall with Mayor Matt Mahan and Santa Clara Supervisor Betty Duong where they made a pledge to work together towards the homelessness issue, wrap a full service approach around our downtown MVP's "Most Vulnerable Population" defined as the 20 or so most service resistant individuals who need the most help. Then Interim SJDA CEO Gumby pledged to hold both parties (City and County) accountable. This was known to be a months long process for these individuals and would require a coordination of efforts between the City's Homelessness Services and the County's behavioral health department.
