Santa Rita Jail & the Behavioral Health Crisis — Federal Oversight Continues

Santa Rita Jail — the fifth-largest county jail in the United States — remains under federal court oversight following a landmark settlement over the treatment of people with mental disabilities. The Babu consent decree placed the county under court supervision for up to six years for failing to provide constitutionally adequate mental health treatment, resulting in worsening mental health conditions for prisoners with serious mental health needs, repeated psychiatric hospitalizations, and at times serious physical harm and death — and subjecting prisoners with serious mental illness to prolonged restrictive housing that placed them at substantial risk of serious harm. The independent court monitor Dr. Karen Baylor submitted her 25-month report on April 1, 2026, documenting the county's progress — and remaining gaps — in meeting the consent decree's requirements. The county's proposed $270 million maintenance and repair plan for Santa Rita drew sharp criticism from Supervisor Marquez, who voted for it while flagging the lack of transparency in how it was presented to the Board.
