A large swath of northern Mountain View faces serious long-term flooding risk. City projections show the Bay could rise between 23 and 42 inches by 2070, potentially flooding a large portion of the city's northern Shoreline community. The city has developed a Sea Level Rise Capital Improvement Program including levees, tidal marsh restoration, floodwalls, and pump stations — 14 projects at various stages of planning and construction. Funding is the central challenge: the Shoreline Tax District generates revenue specifically earmarked for this purpose, but debate continues over whether it's sufficient and whether it should be redirected. Multiple City Council candidates have made clear that sea level rise protection should be "job number one" for Shoreline Tax District revenues.
