The 22-acre Serramonte Del Rey campus redevelopment is the most consequential development project in Daly City's recent history — and it is finally moving from planning to construction. The project, led by the Jefferson Union High School District on its former district office campus, proposes up to 1,235 units of affordable and market-rate rental housing — with 20% affordable, including 13% earmarked for households earning between 23% and 65% of area median income — plus up to 14,000 square feet of neighborhood-serving retail, a Head Start childcare facility, and infrastructure improvements, built out over 8 to 15 years. Three years of collaboration, negotiation, and compromise between JUHSD, the NorCal Carpenters union, and Daly City staff preceded the project's approval — a process that required bridging labor, school district, and community interests simultaneously. The project is expected to be a significant contributor to Daly City's RHNA obligation and a catalyst for neighborhood transformation in the Serramonte corridor.
