Brisbane is being asked to do things that would challenge cities ten times its size. With a population of fewer than 5,000, the city operates its own municipal services, manages one of the largest and most complex development EIRs in San Mateo County history, and is now also implementing district elections — all simultaneously. The City Council has directed staff to explore capital projects including Community Center renovations, water distribution upgrades at the Marina, and a sidewalk project on Bayshore Blvd. for federal appropriations requests through Congressman Kevin Mullin's office — a recognition that Brisbane cannot fund its infrastructure backlog from its own revenues alone. The Brisbane Shuttle Program, which connects residents to BART and Caltrain, was consolidated to stretch limited funding further. And through all of this, Brisbane has preserved a distinctive community identity — a cultural calendar that includes the Luna Fest Film Festival, Star City Music Festival, and IDEA event grants for residents who want to bring cultural celebrations to the city — that locals are determined to protect even as the Baylands transforms everything around it.
