The Brisbane Baylands — A City-Defining Decision in Real Time

Brisbane is at the most consequential civic crossroads in its history. The Baylands Specific Plan covers roughly 684 acres and calls for 1,800 to 2,200 housing units, up to 7 million square feet of non-residential development, and more than 100 acres of parks and open space — a project that, if built to its upper range, would add roughly as many housing units as Brisbane currently has and reshape the city's population, tax base, and character entirely. The City of Brisbane released the Final Environmental Impact Report and 2026 Draft Specific Plan on May 14, 2026 — with two Planning Commission workshops scheduled for May 28 and June 11 at 6:30 p.m., the first public hearing on June 25 at 7:30 p.m., and City Council deliberations expected in early Fall 2026. If approved, remediation and site grading could begin as early as 2027, with vertical construction following one to two years later — though city officials caution that cleanup work and permitting could push timelines further out.
