The Great Mall & BART Transit Village — A 30-Year Transformation Underway

Milpitas is in the middle of one of the most ambitious urban redevelopment efforts in Santa Clara County. The Milpitas Metro Specific Plan, adopted in 2023, covers approximately 510 acres in the city's southern corridor centered on the Milpitas BART/VTA Transit Center, and is divided into five districts — Great Mall, McCandless, Piper, Tango, and the Innovation District. The five districts are collectively expected to contain at least 3.8 million square feet of office, retail, and other workspace — potentially generating as many as 14,000 new jobs — along with more housing and at least four new parks, built out over the next 20 to 30 years. A central piece of the puzzle is the Great Mall itself: the city is in active talks with Simon Property Group, the mall's owner, about evolving the 1.4-million-square-foot retail center to include housing, parks, and mixed uses over time.
