The former Vallco Mall site is among the most watched development projects in Silicon Valley. The Rise is planned to include thousands of housing units, extensive office space, retail, and community features — but its long timeline, rising construction costs, legal battles, and political friction have made delivery of the original vision increasingly difficult, particularly the affordable housing component. Meanwhile, Santa Clara County has proposed a separate affordable housing development on adjacent Apple-owned land — a two-phase project providing 94 educator/school staff homes and 157 affordable family apartments, funded by the 2016 Measure A bond — though a dispute over emergency access routes through an Auburn Drive wall is holding up planning.
