Dear friends and neighbors,

The weather is cooling down, the leaves are beginning to turn, the air is crisp – happy fall!

Here in Santa Clara County, we’re also turning a new leaf. This past month has been all about what we can do to strengthen our child care network. We hit a huge milestone (spearheaded by my office) that pushes us further toward the goal of every family having access to the child care they deserve. Child Care Blueprint

When I took office in 2019, I committed to uplift the children in our County, and the families who support them. We made a huge step toward that goal with the newly unveiled Child Care Blueprint (which the Board unanimously approved).

The blueprint is a locally focused framework that strengthens the way organizations countywide support children and families with child care needs – especially those already connected to County services who often face the greatest barriers to stability. Directed by our Office of Children and Families Policy (which I helped create), this effort illuminates how the lack of accessible, affordable child care has kept tens of thousands of parents from the workforce, and how that can lead to higher rates of homelessness, food insecurity, poorer health, and greater exposure to harm. Some key local statistics include:

1. 1. Only 28% of the estimated demand for children under the age of three is being met.

2. 2. The average cost of full-time child care ranges from $19,990 to $30,399 a year for infants and toddlers.

3. 3. The workforce caring for our children earns a median wage of just $20.84 an hour.

Those numbers are staggering, and it’s hard not to feel discouraged. But the blueprint offers a comprehensive list of actionable strategies to move toward solutions to the child care crisis in our County, ranging from advocacy to get child care rates lower to connections to financial support for providers.

Community Violence Prevention Plan Update

The Justice Services and Support Department, launched in July, has recently helped centralize some aspects of our County’s Community Violence Prevention Plan – a strategic public health effort I helped create in conjunction with Supervisor Sylvia Arenas aimed at stopping violence before it starts through evidence-based practices. Started to preserve critical programs in the face of federal funding cuts, the new department includes a neighborhood safety unit, gender-based violence services, and trauma recovery. The County recognizes that including diverse perspectives from residents with lived experience is paramount to the shaping of this department, and is beginning coordinated community outreach. It is also reviewing all contracts to make the work as impactful as possible.

These efforts are immensely important to me as a firm advocate for preventative and rehabilitative justice. I will continue to monitor this department’s progress as it evolves.

Maéva brought her experience as an organizer, immigrant, and former preschool teacher to the table, and her insight helped make the Blueprint what it is today. My podcast also highlighted the amazing work of the nonprofit Child Advocates of Silicon Valley. I sat down with CEO Frederick Ferrer to chat about the Court Appointed Special Advocate (CASA) program, which pairs volunteers with a foster child to ensure every kid in our dependency court system has a caring, stable adult in their life. October is a key month for burn awareness, with Fire Prevention Week from October 4-10. It’s especially important for our County because one of our District 4 public hospitals, Valley Medical Center, offers a state-of-the-art burn center – one of only three of its kind between Los Angeles and the Oregon border.
