Downtown Revitalization — From Plan to Pavement

San Carlos finalized its Downtown Specific Plan in January 2026 and is now racing to turn vision into reality. The Downtown Specific Plan, adopted by second reading on January 26, 2026 and effective February 25, 2026, prioritizes enhancing downtown identity through placemaking and urban design, an upgraded pedestrian experience with improved bicycle lanes and transit access, a vibrant and thriving commercial district, and a built environment prepared for climate change. Two signature projects are the near-term anchors: Harrington Park is undergoing a refresh with construction fencing recently erected and construction underway, while Centennial Plaza — a new pedestrian-oriented plaza on the 700 block of Laurel Street — has a finalized design and is awaiting construction funding. The city has committed to regular communication with residents and downtown business owners to address concerns during construction — a recognition that even beloved improvement projects create disruption.
