The Northeast Area Specific Plan — San Carlos's Biggest Bet

San Carlos is on the verge of adopting the most significant land use document in the city's recent history. The City Council will hold a public hearing on June 8, 2026 to consider adopting the Northeast Area Specific Plan — a framework governing approximately 145 acres bounded by Highway 101 to the east, Old County Road to the west, Belmont Creek to the north, and Holly Street to the south — the area historically known as the Harbor Industrial Area. Expected growth under the plan is extensive: approximately 4.5 million square feet of nonresidential land use and up to 1,890 units of housing, built out over a 20-year period with maximum building heights ranging from 75 to 155 feet depending on land use designation. The plan transforms a legacy industrial zone into a mixed-use district — celebrating the industrial legacy of the area while accommodating necessary growth — and represents San Carlos's primary vehicle for meeting its RHNA housing obligation while diversifying its economic base.
