Even before SB 79, Campbell has been navigating a fierce fight over the Starter Homes Revitalization Act (SB 684/SB 1123), which allows up to 10 small homes on vacant residential lots. Campbell passed a policy last year that allowed developers to purchase a lot with a livable home, get preliminary city approval for a multifamily project, and then demolish the existing structure — effectively turning virtually any single-family lot into a redevelopment candidate. Residents organized, hired an attorney, and fought back. The Campbell City Council voted just last week to close that loophole, beginning work on a policy to require developers to build a new single-family home when they want to demolish an existing one. Sixteen projects already in the pipeline, however, are not grandfathered in under the new policy — and legal battles over those projects are likely.
