The West Valley Mosque Dispute — Religious Freedom & Neighbor Relations

activelosgatos
A closely watched land use and civil rights dispute has emerged around the West Valley Muslim Association (WVMA), which operates a mosque at 16769 Farley Road and applied for a conditional use permit modification to extend its operating hours to align with official Islamic prayer times. Some Farley Road neighbors raised concerns about increased traffic, noise, and light pollution, while the WVMA emphasized that a mosque cannot function as a mosque if it cannot offer congregational prayers at the times required by the faith. The hearing drew an unusually broad coalition of supporters, including local Jewish rabbis and congregation members who stood alongside the Muslim community in urging approval. The Planning Commission ultimately voted to extend the mosque's hours — including accommodations for Ramadan nighttime prayers — though mediation between the mosque and neighbors was also ordered to continue. Legal observers are watching whether neighbor opposition crosses into unlawful religious discrimination under the federal Religious Land Use and Institutionalized Persons Act (RLUIPA).
