Milpitas City Council
Milpitas was incorporated on January 26, 1954. As a general law city, Milpitas derives
its authority from and is subject to the California Constitution and the general laws of the
State of California.
The City Council is the policy and lawmaking body of the City. State and local laws
define the powers and responsibilities of the City Council.
The City has a Council-Manager form of government in which the elected City Council
sets policy direction and the City Manager implements Council policy, manages day-to-
day operations and provides professional recommendations to support the Council on
policy decisions. Although the Council and City Manager operate in all four dimensions
of the governance process: mission, policy, administration and management, the
Council’s focus is on the mission and policy while the City Manager’s focus is on
administration and management. Clarity of roles are informed by this Handbook and
Municipal Code provisions that provide the overall framework for the governance
relationship.
